Response Capacity during the Time of the Covid-19 Pandemic in the Border area

Abstract
The purpose of this review article is to conduct a systematic review of research that has been published in the "Scopus" databases and in Google Scholar during the last five years. Within the search, 50 research articles related to the variable Responsiveness were selected. Of the 50 articles, 20 articles (7 original articles and 17 review articles) were selected. The review article work was elaborated using the IMRYD structure by the initials of Introduction, Methods, Results and Discussion (Vera, 2008). Non-probability and convenience sampling was also used. This review article starts from a question: What findings does the scientific literature report on response capacity in times of pandemic? Also, four more questions are raised, such as: What is the current situation of the health sector with the arrival of the COVID-19 pandemic? What actions are regional governments taking to curb social problems? What state policies have been proposed to stop the progress of the COVID-19 pandemic? How are the state and regional governments preparing to counter the variants? As final results, it is concluded that the scientific community provides us with a descriptive panorama of the situation in the public management of the emergency, the shortcomings and the environment of vulnerability within the social structure, deepened during the current national emergency. In the same way, responsiveness integrates a set of skills, processes and routines that enable the organization to react to changes and requirements expressed by consumers. Likewise, the pandemic will bring a series of variants, so it is necessary to improve the implementation from the base of the service or first line.
