Abstract

One of the most important priority tasks of public administration in modern conditions is economic development and increasing the investment attractiveness of rural settlements. In agriculture, land is the main means of production. In the conditions of Central Asia, along with land, irrigation water and irrigation systems act as the main means of production. In the climatic conditions of the Republic of Uzbekistan, artificial irrigation is essential for the successful development of agriculture and land fertility. The creation of new large irrigation systems led to the settlement of vast areas of newly irrigated lands, to the emergence and development of settlements. Thus, the development of settlements in the irrigated regions of Uzbekistan has always been inextricably linked with the development of agriculture and irrigation. Rural settlements should be built according to planning projects, since arbitrary, unsystematic, irregular construction of settlements hinders the rational development of settlements, the proper use of the territory, the normal organization of production processes, the creation of favorable sanitary and hygienic conditions, and the expedient use of material resources. A significant role in attracting citizens to rural areas depends on modern land management projects and the planning of rural settlements, until the living conditions of people in rural areas are improved, all the benefits of agriculture cannot be fully used.
